There is a clear need for legal advice in the Cosmospace, especially with the aftermath of the Tornado Cash incident. We have had a discussion around that on the Osmosis Commonwealth, it might be interesting to shed your light on that aspect (Commonwealth) since there is still a lot unclear on that field. It is also immediately a sort of Proof of Concept if you ask me, which might make your case stronger.

What is not clear for me in this post; you are asking for funding for 1 year of salaries, recruitment and such. I have a couple of questions;

• you are based in Europe, but you don’t have an European Affairs Officer yet? How are you doing your business right now? Will the European focus add something new to the company?
• what are you gonna do after that year has finished? Will you achieve a point where you will be self-sustaining? Or will you need new grants?

Même si Adan est tout à fait ce dont l’industrie a besoin, il est difficile de comprendre pourquoi ce fond est demandé à la communauté Cosmos Hub en particulier. Quels retours pouvons-nous attendre, autres que les 2 “rapports” dont tu parles dans ce post ?
Je pense comme Jacob que des retours plus réguliers seront attendus, notamment en sachant que 17k€/mois pour un employé n’est pas une somme insignifiante.
Comme dit plus haut, c’est un peu troublant cette demande faite au seul hub Cosmos, alors que votre mission (aussi indispensable soit-elle) concerne l’entièreté de l’industrie face au conservatisme Européen.

Que comptez-vous proposer à vos interlocuteurs ? Quelle “idéologie” comptez-vous défendre durant cette année ? Et encore une fois, pourquoi la communauté Cosmos plutôt que celle d’Aave ou d’autres “éléphants” de l’industrie ?

Adan is the most active and competent European organization fighting disproportional and overreacting regulation. Today, they take a lion’s share of EU-level policy advisory with limited staff and no dedicated person based in Brussels.

I’m a huge fan of ADAN, one of the most (if not the most) active organization advocating for crypto adoption and moderate regulation in Europe.

Faustine and her team is great at what they’re doing and every support we can provide them as a community is essential.

Now what I would question is more about the role of Community Funds and pools of Cosmos in the case of supporting general purpose initiatives. Even though I would strongly support ADAN’s proposal, what if this opens a door to any external actor coming to ask for funding for something that does not provide direct value to Cosmos.

I would 100% support this proposal, in the case the ask would be split between 2-3 crypto communities.

If you agree that the employed individual should make a monthly update here, and amend your post to say that, kitteh voteth yes.

While I do get the point that motivates the request, I don’t get why the Hub should support and finance totally new employee.

I mean, considering ADAN never did anything special for the Cosmos ecosystem, are we supposed to spend 200k on it? Wouldn’t it be smarter to ask for smaller funds for multiple communities, as a lobbying association is supposed to cover multiple opinions, communities, and ecosystems?

We are indeed very present on privacy issues and are bringing them to Europe. We have notably taken our positions to the European Parliament (this does not specifically concern TC).

You are right, we don’t have yet a European affairs manager but we are supported by a public affairs firm based in Brussels. In view of the increase in our missions, we need, in addition to this support, a full-time person dedicated to European issues. To date, Faustine, Mélodie and Hugo have to intensify their efforts to deal with these issues.

The development of regulatory debates is leading to the Europeanisation of law. Adan’s vocation is therefore to take up this subject on the European level, which multiplies the subjects to be dealt with, the interlocutors (politicians and authorities) and the stakeholders to be represented.

The objective after this year is not to find new sources of funding but to be fully autonomous financially and to be seen as the leader in Europe in terms of regulations.

Hello Tom, thank you for your message! We are close to the Ethereum community and projects in France and Europe and wish to expand our reach to other ecosystems. We feel it’s important to build close ties with the Cosmos ecosystem as there is increasing interest in the appchain model. We think that the Comsos ecosystem is fertile ground for enterprise adoption due to the modulatiry of the Cosmos SDK and feel there is a good fit with our mission. Thought the Cosmos Hub will be our first on-chain funding proposal, we plan to also explore funding opportunities on other chains in the Interchain ecosytems and beyond (Osmosis, Gnosis Chain, Tezos, etc) We are aware that the amount requested is significant. That is why we pledge to post deliverables on a regular basis, as well as our strategic calendar update. Our original idea was every 6 months but heard some of the community feedback and will increase this to quarterly intervals. We are already close to other blockchain ecosystems (like Ethereum, Near, Tezos etc.) and our strategy is that all ecosystems can contribute to our growth and thus their development. Because even if our missions are general, the evolutions in the regulatory debates are likely to impact the whole Web3.

This is good. Being at the point where we are right now, before taking off to be one of the biggest ecosystems around it is good to make sure our bases are covered. So having a view on regulation will certainly not hurt.

I dont understand the value of this. Dont get me wrong. I do understand what you are proposing and why. I am familiar with most processes described and how they are handled, legal limitation, etc. What I dont understand is what is the value of this for a decentralized hub. There is an old Russian / eastern European proverb, if it doesnt smell, dont touch the poo (I am referring to anything under the sauce of legislation here).

Would love to see a proper discussion on how this can benefit chain / network efficiency. Community pool stability. Increase governance awareness. Improve interchain security. Onboard more developers, etc

Even for a decentralized hub / blockchain the implications of regulation could be massive.

Though I think it’s unlikely layer-1’s get heavily regulated in the near future, the applications living on these platforms can and will (DeFi protocols, stablecoins, NFTs, etc). It is in the interest of the Hub, and the entire crypto industry, that use cases and innovation don’t get regulated out of existence.

Adan plays a crucial role in being a rational voice of reason in the face of regulators and this is why I think the Hub and other funding bodies should support their work.

Thanks for the clarification. I have no doubt in Adan and/or his skills. I have a doubt in the benefit of the proposition.

I think the misunderstanding come in play here:

Exactly. I think that ALL regulations that aren’t free choice is enforcement and should be ignored. I believe that we are here to build a better solution. Not to build a solution that has to follow the guidelines of the existing law. Simply because they don’t work. otherwise we all wouldn’t be here.

While I do agree on the field of trying to build something better than we experience in daily life, we also can’t completely ignore it.

We have seen it with the discussions around blocked.go on Osmosis, where addresses blocked in the aftermath of Tornado Cash are also blocked on Osmosis for interaction (associated addresses that is). And we are still living in both worlds, so until the point that we get to the point that we actually created the new desired world we still have to cover our based in the current. And on that field I think legal advise what we can do within the boundaries is really helpful. While still striving to move those boundaries in the right direction by showing we can do better.

100% agree with from an ideological point of view.

The reality is that regulation is effective at making lots of the things we care about obsolete.

For example, in early versions of MiCa, much of DeFi (Dexes, lending protocols, etc) was outside the scope of the regulation and thus prohibited. In this case, a company or group of people engaging in those activities would have to go out of business or be operating outside the law, which means, no funding, no partnerships, no github, no customers/users, and possibly jail time.

The reality is that we unfortunately live in a world where crypto-finance is going to be regulated, for better or worse. Organizations like Adan work to make sure we avoid the worse. And so far, their work has been very effective given what MiCa started out as.

Guys, I’ve been working in the EU policy field in Brussels for 15 years . 6 years more if you count managing and working with European Union funding from different programmes. I’ve worked six years of this in the European Commission and several more in membership associations like Adan. This proposition is not a good fit with Atom. This organisation is primarily interested in the French crypto ecosystem. Nothing wrong with this, if Atom were solely French. But it isn’t. Moreover, EU legislation is made in Brussels, not Paris. The EU is composed of 27 member states, after all. The proposal is EUR 80,000 for a one-year full time member of staff. The membership of Adan is not centred on ATOM, and it would be a conflict of interest within the organisation if outside money trumped its own members’ contributions of time and money. Perhaps Atom’s contribution would increase awareness within the membership, and greater awareness of Atom in position papers, but since these are speaking to a French audience, it doesn’t really matter. EUR 80k ATOM could fund 1x full time (or better 2x part-time) experienced industry consultants, who would be able to meet at least once a month with…

If we want the crypto industry to continue to develop and our vision of a future where distributed networks, decentralized finance and other uses of the blockchain are realized, we will have to get out of our bubble and face or I should rather say educate regulators.

Any industry wishing to have its business and its interests respected must do some lobbying work with legislators who might be tempted to ban everything because of their prejudices and not seeing the potential of these new technologies.

The best institution capable of carrying out this mission for Europe remains for the moment ADAN.

As a Frenchman, I have seen for many months that their work is very useful for the entire crypto community and I therefore support this proposal more than twice.

For those who complain that these funds will only benefit European regulations, it cannot be denied that European regulations will be scrutinized and can be imitated by other countries. And i would say in the context we all know, there is some sort of an emergency to be loud/constructive with authorities…

UE seems to be voting bills with tough constraints on the defi space and we can’t see how or on what topics you’ve been useful / what they listen/ignore from your point of view.

Maybe i’m just not aware enough about what your role is here but sadly it looks like they are ruling without any counter power/broad advisors/etc

Dear Tom, I understand your concerns and appreciate your feedback. Following our initial proposal, we have successfully recruited two profiles (within the budget allocated by the Cosmos community). However, we have yet to hire a European Affairs Manager with specialized knowledge in crypto-assets. The search for this position has proven challenging due to the rarity of qualified candidates in the current job market. It is essential that we take our time to secure the most suitable and qualified individual for this position. Our efforts in this regard have included multiple interviews without success, as well as the commissioning of a headhunting firm to aid in the recruitment process. Honestly, I don’t think this was a good idea. A French industry association dipping its feet into Brussels and hiring a non-senior policy officer who has some past contacts at the EP - which will hold how well given the elections are coming in 2024? We’re not going to see anything tangible from this. Again, I’d suggest joining an established EU-focused association.

This year, our event will take place on Wednesday 10 July in Brussels (Sparks Meeting, Rue Ravenstein 60, 1000 Brussels).

Each year, the W3LF brings together around 500 people - native Web 3 and crypto-currency players, traditional businesses, public decision-makers, investors, academics and media - for a day of conferences and meetings to discuss the main issues and challenges for the development of the Web 3 industry in Europe.

We’d be happy to offer to the Cosmos community two speaking slots on the “Web 3 in real life” Track so that you can highlight your use cases.
