[PROPOSAL #30][ACCEPTED] Governance Proposal: Update blocks per year inflation param

We drafted a simple parameter change proposal to adjust the blocks_per_year value downward as the block times have gone up, causing the current inflation to be lower than expected. Will leave it there for a few days to collect any feedback before posting it on chain. Would appreciate if interested validators would signal their approval by approving the PR.

Hoping we can start to formalize some off chain conventions to improve governance processes using Github, not least of which is adopting markdown files instead of PDFs
