staking create-validator

When i do staking create-validator and got connection refused ERROR: ABCIQuery: Post failed: Post "http://0.0.0.0:26657": dial tcp 0.0.0.0:26657: connect: connection refused what is the possible solution to this?

simply make the node running and the port will be available.
