Has this issue been solved? "Introduce randomness into proposer selection? #763 "

Hi Guys,

I am new to the forum.

I am writing a paper using BigchainDB2.0, and I saw this sentence in their whitepaper (written on May 2018):

“Tendermint still has something like a primary node (the current block proposer), but it changes
with each round (using round robin) and the Tendermint developer team has
an open issue to make that more secure (e.g. less predictable)” .
