Community Pool funds and fees

Everyone is talking about the community pool and what to do with it. Recently I came along a very simple and a beautiful design that I would like to propose for Cosmos hub.

Divert part of the fees made from transactions (could be IBC included) to the CP. That’s it. That’s the discussion
