[PROPOSAL 994][PASSED] Change neutron-1’s consumer chain phase to STOPPED

The proposal is currently live and in-deposit , and will move into voting once the deposit is filled. You can contribute to the deposit using `gaiad tx gov deposit 994 <amount>uatom` ^this governance feature is not often used, but is a great way for the community to work together on proposals, especially as the deposit amount can be very expensive with the market is high. Context Neutron has officially left the Hub’s security and is now a sovereign chain, but the Hub still lists Neutron’s consumer chain record when queried. While there is no technical risk that Neutron could send an infraction message to the Hub and jail validators for “downtime” on a chain that is no longer a consumer, it is confusing for the Hub to have a record of Neutron as an active consumer chain. We think mainnet queries should return accurate information. This proposal has passed by the votes but shows up as FAILED in explorers. This is due to the ccv channel timing out before the proposal ended, which changed the chain’s phase to STOPPED on its own without needing the prop (the exact timing of whether and when this would occur was uncertain). The desired change has occurred and deposits have been returned to all depositors.
