How is anyone prevented from buying more than 33% atoms?

The Token Model paper for Cosmos says If anyone tries to buy the amount of Atoms required to get 33% of the stake on the open market, the market for Atoms will become progressively more illiquid. How does each Atom become more expensive? How is it known that its one entity trying to buy more than 33%?
