ATOM Burning, on All Networks

To support lowering the annual inflation of Atom, a small part of the transactions can be used to buy back atom and quarterly Burn atom. In order to lower the inflammation a bit and maintain and raise the ATOM preview, just like BNB does, which until now has managed to be successful.
